The Estimating Control System (ECS) is designed to allow estimators to use a unified system that manages all tenders and related subcontracts while maintaining security and data integrity.

• Keeps records of suppliers, materials, rental equipment, manufacturers and subcontractors. Maintains their ranking, performance and blacklisting.
• Manages a global and standardized cost of resource repository that encompasses: material, labor, equipment and plants. Facilitates introducing add-on cost based on user-defined formulas. For plants and equipment there are two unit based costs for rented and owned equipment.
• Provides the means of defining crews and their related resources in terms of material, labor and equipment and the facility to apply different fuel, oil and lubricant costs on the equipment depending on their types.
• Allows management to assign the tender to different team members and designate access control for various components to different users. Keeps a log on various activities related to costing changes as well as a historical log on handling the tender.
• Provides the facility to import the tender BOQs from Microsoft Excel.
• Interfaces with other components of CEMIS including: Labor Management System, Equipment Control, and Inventory by simply allowing the estimators to retrieve the latest information on resource availability and actual cost.
• Provides the means to apply markups on the direct and indirect resources in and easy fashion.
• Generates a project’s budget with a simple mouse-click that ties each type of resource to budgetary accounts and project cash flow whereby each BOQ or components are linked to a predefined schedule.
