The Subcontracting Management System (SMS) provides the PMT with the project tracking capabilities of all activities related to subcontracting. Some of the features include:

• Provides tender preparation documents, request for quotation, and request for information. In addition, the users have the ability to lock and unlock tender documents, and keep track of changes, creating templates and copying any information from existing tenders.
• System is capable of producing a list of bidders and keeping a databank of potential contractors for different services. Keeps a log on committee members and scores for each bidder based on the technical and financial offers.
• Provides planners the ability to monitor equipment or material delivery schedules.
• Keeps a log on any changes that may arise due to variation orders.
• Manages advance payments to the contractor, supplier, consulting firms, or individual consultants.
