RockWise CEMIS - The Tender Management System (TMS)
The Tender Management System (TMS) provides the means to create and manage the contracting or subcontracting activities of a tender. TMS is also used by contractors to prepare tenders, plan and approve a shortlist of potential candidates, export the tender BOQ to Microsoft Excel, receive the quotation, analyze the quotes, prepare and award the contract using workflow techniques.
- Provides the means of issuing a Request for Information (RFI) and Request for Quotation (RFQ) in an efficient and systematic manner while keeping control on follow-ups and traceability.
- Keeps a log of different subcontractor and vendor quotations. Such quotations may refer to material cost, works and equipment based on different currencies, cost of shipping, and insurance.
- Create all tender related documents, including Terms of Reference (TOR), Bill of Quantities (BOQ), minutes of meetings, and other documents in various formats including MS Word, Excel, PDF, AutoCAD, and scanned image files.
- Define a standard coding system for a Work Breakdown Structure (WBS) of activities, bill of material and services.
- Define tender committees in charge of preparing technical, administrative, and legal documents, and others in charge of technical and financial evaluation.
- Keep track of minutes of meetings and bid securities.
- Control access to sensitive and confidential documents.
- Provide bidders with the necessary electronic documentation so quotations could be easily filled and downloaded for price analysis and comparison.
